USAID/E4D launches free online program to develop research
USAID/West Africa’s Evidence for Development (E4D) is launching a
free online certificate programme in health project evaluation and
operations research.
The programme rolled out in conjunction with the African Evaluation Association (AfrEA), forms part of efforts to promote the development of research and evaluation skills of institutions and individuals in West and Central Africa.
The programme was on January 19, 2019, for members of AfrEA and national evaluation associations in the Sub-Saharan Africa sub-region.
Hosted on AfrEA’s website, the online courses are intended to strengthen research and evaluation capacity of researchers throughout the sub-region.
Specifically, the program aims to increase the availability and utilization of evidence-based information using online dialogue and peer-to-peer learning.
It also aims to strengthen the capacities of AfrEA members to conduct research and evaluation activities as well as develop a platform for mainstreaming evaluation discussions and dissemination of evaluation results.
Further, it presents monitoring and evaluation principles as integrated concepts and support south-to-south exchange in order to inform decisions and policies on the post-2015 development agenda.
“USAID/West Africa is committed to expanding the evidence base, building a strong network of local research institutions and acting as a convener and catalyst so that data is available and used to make sound decisions around public health programming for sustained health impact,” stated Sheila Mensah, Senior Communications, Monitoring and Evaluation Advisor, Regional Health Office USAID/West Africa.
“Conducting operations research and evaluations and disseminating the findings is key to our work. The online certificate program is therefore meant to build on the research and evaluation skills of institutions and individuals in West and Central Africa, and beyond, so these skills will be sustained after the life of the E4D project,” said Tanou Diallo, Chief of Party of the USAID/West Africa’s E4D.
AfrEA's mandate is to build and strengthen evaluation capacity in Africa. It has become increasingly urgent that as many evaluators as possible access different platforms to increase their capacity to meet the rising demand for evaluations.
"AfrEA is grateful to USAID/West Africa Evidence for Development for providing seed funding to set up an online platform. The online platform will reach out widely to our Voluntary Organizations for Professional Evaluation (VOPEs) and members in both French and English speaking Africa," Diallo added.
Course registration is open and the courses will be accessible January 29, 2018.

Dreams to face Hearts in Ghalca G8 final after beating Medeama
Dreams have earned the rights to play in this year’s Ghalca G8 final
after beating pre-tournament favourites Medeama on Thursday.
The newly promoted Ghana Premier League side won the highly competitive semi-final clash 6-5 on penalties after a barren draw in 90 minutes.
Dreams had a larger share of the exchanges in the first half of the game but could not make their dominance count.
However, in the second half, Dreams FC thought they had taken the lead when a shot taken by Richard Addae went off the post and seemed to have crossed the line but the referee waved play on.
With Dreams 4-3 up in the shootout, they missed the chance to wrap things up while Medeama scored to make it 4-4 after 5 kicks.
Dreams went on to score two more times while Medeama scored once and missed the other.

CHAN 2018: Zambia eye knock-out stage qualification
Zambia will hope to maintain their status as Group B leaders of the
African Nations Championship (CHAN) when they come up against Ivory
Coast at Stade de Marrakech on Thursday evening for matchday two.
The Chipolopolo showed their class with a 3-1 win over Uganda thanks to Lazarous Kambole, Augustine Mulenga and Fackson Kapumbu goals.
The victory can only but bode well for Wilson Nyirenda’s boys heading into encounter against Ivory Coast and they will need all the confidence they can get when they face the side that suffered a surprise defeat going 1-0 against Namibia.
“I think we are not so bad, we are looking good after that emphatic win. The boys have put that win behind and they are looking forward to that game against Ivory Coast,” Nyirenda said.
“The most important thing is not to be complacent because we are playing a team which has been wounded as they lost to Namibia in a very bad time. The game was already over in the last few seconds, they lost so they are really hurt and are wounded so they will come on us,”he added.
Ivory Coast coach Ibrahim Kamara meanwhile insist that his side can fix what went amiss in their opener against Namibia and it will be an improved showing against Zambia tonight.
“We came with the intention of scoring very quickly. But faced with a very well-organised team, it was necessary to regroup to try to take advantage of the flaws,” said Kamara.
“Unfortunately we took a goal in the last minutes. We are going to shoot the lessons for better performance in the future.
“We’ll have to roll up the sleeves to address the other meetings. We still have days ahead of us to work.
“We will have to be much more incisive and faster. I think the keys to the next matches are there,” he concluded.

Minority, others rip Akufo-Addo over ‘populist’ electricity tariff reduction

Representatives of the three institutions say president Nana Addo Dankwa Akufo-Addo’s action amounts to a needless interference of the functions of the Public Utilities Regulatory Commission (PURC), which is charged with the responsibility of tariff adjustment.
Speaking on Joy FM’s Top Story Tuesday, Minority Spokesperson on energy, Adam Mutawakilu said the president’s announcement undermines the independence of the PURC.

“It is important that we don’t pre-empt it [and we expected the Energy Minister to have advised the president to hold [because] consultation takes some time,” he said.
Section 4 of Act 538 states: “Subject to the provisions of this Act, the Commission shall not be subject to the direction or control of any person or authority in the performance of its functions.”
Although he said the Minority was not against tariff reduction, Mr Mutawakilu said the opposition lawmakers will not support any action that usurps the powers of a state institution.
President Akufo-Addo received plaudits when he announced a reduction in electricity tariff at the 8th Salon Conference held at the University of Ghana.
“From January this year, the non-residential tariff rate, which is the rate which includes all of you here, is being reduced by an average of 14%. For barbers, it is being reduced by 18%; for hairdressers and beauticians, 15.7%, and for tailors, 9.8%,” he said.

While the announcement has been welcomed by sections of Ghanaians, the Minority, ACEP and ISODEC have questioned the approach.
ISODEC Campaign Coordinator, Dr Steve Manteaw told Joy News’ Evans Mensah the president played “politics” with the tariff adjustment.
“As a consumer, I am excited that I am going to get some relief but as a governance expert I will describe this development as unfortunate particularly as it undermines PURC,” he said.
The utility regulator is scheduled to meet with stakeholders on January 30 following government’s tariff reduction recommendation submitted in November last year.
Dr Manteaw has questioned why president Akufo-Addo will go behind the PURC to announce the reduction when the recommendation was yet to be considered.
“We want to act in a manner that we don’t create the impression that the government has taken control of tariff adjustment,” he said.

On his part, Executive Director of the African Centre for Energy Policy (ACEP), Benjamin Boakye said much as the Centre agrees that the government is a major stakeholder, it does not support its constant interference with the PURC work.
“We see the consistent announcement of tariff reduction as [undermining] the independence of the regulator,” he said.
Mr Boakye has asked the government to allow the Commission take its decision based on “what is possible.”
